Don Anderson was born in New Jersey, and Tri-State Data Recovery was founded there too — Gibbstown, in 2011. In 2012 the laboratory moved to Millville, where the Press of Atlantic City wrote the first article anyone published about this work. In 2013 it moved again to Gloucester City — and that’s where a reporter from the Philadelphia Inquirer visited the operation. Those pieces are still live over a decade later.

In January 2013, in Trenton, he was qualified and gave expert testimony before the New Jersey Office of Administrative Law. His degree is from Cumberland County College. This is not a Pennsylvania company reaching across the river — New Jersey is where the business was built, and thousands of New Jersey drives have crossed this bench since 2011.

The laboratory is in Montgomery County now, and we’ll be straight that Lincroft is a drive. But when a mail-in operation tells you geography doesn’t matter, it’s worth knowing which of the two companies in front of you actually has a fifteen-year New Jersey record — and which one can hand you the paperwork for it.

What platform do you use, and are you certified on it?

There two industry leading professional systems used in “data recovery”, PC-3000 and DeepSpar. Manufacturer certification is a document with a date, a city and a signature on it. “Advanced proprietary tools” and “industry-leading software” are what people say when there is no certificate to name.

Anyone can type “certified clean room.” A certificate names the testing firm, the standard, the classification, the date and the technician who signed it — all of which you can check. Ask for it before you ship. Watch what happens.

You should get a name, not a department. If the person who does the work is unreachable by the person paying for it, that becomes a problem at exactly the moment you’d want to ask a question — when something has gone wrong.

A real answer has a timeframe in it. Ours: recovered data is securely erased two weeks after completion unless you arrange otherwise in writing, and nothing is ever forwarded to a third party. Vagueness here is its own answer.

Partly, and it’s worth saying so plainly. If nobody credible is within driving distance, your drive is going in a box regardless — the geography argument is real. What it quietly skips is the second half: once you accept that the drive travels, the only thing left that matters is what’s waiting at the other end. Geography stops being the question and credentials become the entire question. Ask what they can document, and notice whether the answer is a certificate or an adjective.

Do you have a clean room, and will you send me the certificate. Who personally performs the recovery, and can I speak to them. And what happens to my data afterwards. A working laboratory answers all four in one email. An operation that can’t will talk about experience, success rates and equipment in general terms instead.

Because it’s the one claim in this industry that can be independently verified, which is exactly why so few companies will produce one. Ours documents ISO Class 4 under ISO 14644-1:2015, tested by an outside firm and signed by a NEBB-certified performance technician. Anyone can write ‘certified clean room’ on a website. A certificate names the testing company, the standard, the date and the person who signed it — and you can call any of them. Ask for it before you ship, not after. And if they are using an untested flow hood then who knows the amount of contaminates degrading your drive while they work on it.

Often, and it’s the most time-sensitive case we handle — which matters in this county more than most. Corrosion continues long after a drive appears dry, so every week of delay makes it harder. Do not power it on to test it, do not try to dry it with heat, and do not open it. Seal it in a bag and call. Salt water is worse than fresh and moves faster, so if the drive came out of a coastal flood, treat it as urgent rather than as something to deal with after the insurance claim.

The most common mistake is cushioning without immobilizing: a drive wrapped loosely inside a padded box can still move, and a drop the packaging survives can move a head across a platter. The drive has to be held still inside the box. If you’d rather hand it over in person, our office is at 630 Freedom Business Center Drive in King of Prussia and there’s parking.

Every case starts with a $106 diagnostic per drive, tax included, applied toward a successful recovery. You receive a firm written quote before any work begins, and there’s no charge beyond the diagnostic if the data can’t be recovered. Most single-drive physical recoveries fall in the $400 and up range depending on whether the failure is logical, electronic or mechanical; multi-drive RAID and server work is quoted per case after diagnosis. Active military, veterans and students receive a permanent 20% discount with valid ID.

Most cases are completed within 7 days depending on the extent of damage and parts availability without expediting the service.  We have been known to complete recovery cases within 24 hours on expedited jobs.
